Operators need to resolve the spectrum puzzle before 700 MHz is even attempted. Think of it, lowest paying customers (voice) residing mainly on most efficient band (850/900 MHz) while the growth and EBIDTA engine (Data) being pushed back towards inefficient ones. Spectrum farming, carrier aggregation and thrust towards VoLTE hold the key. And nobody needs to wait for it, it's imminent and urgent that Regulator, Operators and NEPs gear up for massive drive in this direction.
