The candidate should be a Packet Core Engineer with experience with SGSN/MME MAC VIII, EPG-S and SAPC, but he should be expert of SAPC and SACC.
He should be able to provision subscriber in SAPC, create group, implement new policy and perform changes on EPG related to SACC.
