Responsibilities:
As PM is the Owner of Project Quality Delivery, DQA is the first responsible for project quality delivery management (including EHS).
Responsible for developing project quality assurance plan, through quality planning, execution monitoring, evaluation and improvement by quality management method, ensure the project quality target achieved.
Based on industry standards and the provisions/scope of the contract, clear the project quality objectives (including the EHS target), and to develop project quality assurance plan, to achieve the objectives of monitoring project quality.
Based on the quality objectives and quality assurance plan, each module completed quality planning and deployment.
Arrange, prepare and provide quality and safety training materials to project team and project partners base on project delivery requirements and scopes.
To monitor the implementation and improved quality problems, quality assurance standards.
For key and high risk quality & safety activities (such as hidden works, etc.) shall be focus on monitoring implementation.
To carry out routine random spot checks, quality measurement and evaluation, effective found quality problems and hidden dangers, timely notification.
Monitoring project delivery process execution and compliance, timely warning, push to improvement.
Guide Project QC Engineers in project quality and safety monitoring and implementation.
Competence:
Familiar with 4S16S methodology, through customer perspective, process perspective and business perspective to implement project management quality assurance activities. After effective organize and promotion of 16 steps deployment to ensure project quality under control and in line with customer requirements.
Knowledgeable in Huawei project delivery Quality & EHS management methodology, familiar with ISO9001, ISO14001&OHSAS18001 standards, know about customer and local law's EHS requirements. Ensure the project staff(include subcontractor workers) health and safety through implementing Huawei project delivery EHS management guidance.
Have a Telecom Project Management Background. Experience in Telecom Industry Products and Practice particularly in Telecom Equipments (BTS/MW/Core) and Service CW/OSP/TE Installation works. Have understand the industry EHS Management & Requirements such as Absolute Rules, EHS Field Activities and EHS Audits.
Proficient in MS Office Application: Word, Excel, PPT & Outlook; Background in Huawei IT System such as iPMP, ISDP will be an advantage.
