Director Technical Operations with Digital TV DVB-2/DVB-S Experience

OVERVIEW:
Asia Consultancy Group a.k.a. ACG is a leading Telecom Infrastructure, Tower Share and Services providing company and based in Kabul, Afghanistan. Recently the Afghan Telecom and Regulatory Authority (ATRA) have awarded a license to ACG to deploy Digital Terrestrial Television (DTTV) with DVB-T2 and DVB-S standards across whole Afghanistan. ACG is required to serve 80% of Afghan population in next five years with Launching of Kabul city by end of third Quarter of 2014. The ACG
management and employees are extensively working hard for the successful deployment of DTV in Afghanistan.
JOB SUMMARY – Director Technical Operations
Under administrative direction, leads the development and implementation of a comprehensive network and telecommunications services and operations strategy for Asia Consultancy Group; provides energetic, creative, and imaginative leadership of the Network and Telecommunications Services and operations department, program, and staff.
JOB TASKS AND RESPONSIBILITIES
1. Participates in the leadership and management of the Technical Operations department to help envision future DTV network directions and goals; makes effective and efficient use of resources; sets high, achievable aspirations for services and operations.
2. Provide leadership and direction to implement the strategic initiatives or direction set by the management.
3. Development of the technical engineering and operations plan in preparation for the business launch.
4. Design, plan and implement the Digital TV infrastructure with DVB-T2 and DVB-S standards and all related network elements.
5. Plan and execute the smooth operations of all existing and future co-location cellular towers, shared among all major operators in Afghanistan.
6. Network capacity management and developing, implementing and managing network performance and reliability.
7. Hires, trains, and supervises the Network and Telecommunication Services staff; ensures that the staff is empowered to exercise initiative and work creatively, participate productively in inter-departmental, engage in regular professional development activities, and cooperate and communicate well with ACG’s management.
8. Promotes and facilitates effective communication between the Technical Operations department and the ACG’s administrative and other departments.
9. Serve as a liaison for ACG with network and telecommunications vendors, operating companies, regulatory agencies, and other external bodies involved in these service areas.
10. Ensures legal and regulatory compliance of all related network and communications systems used at ACG.
11. Develops and implements policies for the appropriate use and management of ACG’s DTV and Telecommunications network and resources.
12. Supervise and establish performance objectives for subordinate staff. Monitor performance and take corrective action as required.
13. Perform special projects and other duties as assigned.

The Director technical Operations will be based in Kabul, Afghanistan.
TRAVEL
Travel within Afghanistan is required from time to time. The candidate must be flexible for travel
